I would just state that the purpose of my amendment is to reduce the administrative expenses by the same percentage as the reduction in the subsidy appropriation; that is all we are doing, because we are asked to decrease the subsidy appropriation by 2.5 percent, and we are also being asked to increase the administrative expenses by 4.2 percent. So if we are spending less money, they should in essence be spending less money to administer this.
