we have OPIC because there is no private sector that can fill that gap. Lloyds of London, nobody could come in and fill that gap. In fact, OPIC has been partnering with Lloyds of London on being able to come up to a relationship whereby part of this type of insurance can be privatized. The reason we need OPIC is so that we can be on an even keel with our exporting partners around the world.
