I think that is a constructive suggestion.

The best way forward is to continue support for the nonviolent opposition while working with international partners to further isolate, to further pressure the regime.

The United States must play a constructive role in isolating or, I should say, continuing to isolate the Assad regime.

Violent resistance is counterproductive. It will play into the regime's hands.
