Trump has put himself in a vulnerable position by raising the stakes so high for himself and standing at rallies being showered with Nobel chance and so on.

I think it's a fair criticism that past presidents have not been able to solve this problem.

You want an experienced team. You want a team that works well with the President and each other. And you want them in place over a long period of time so you can have consistent policy and implement it effectively.

You don't want that decision being made in a chaotic environment or in a casual way.
