I must say how wonderful it has been to serve in this body since June 7, 1973. I have met so many wonderful people, all of you, in fact; and those here before, many of us got to know so very, very well. It has been a great experience. I could not have done a better thing than to have the opportunity and the honor of serving the people of the 7th Congressional District of Illinois, and knowing all of you. Thank you very much.

This is not the bill we had last year. This is a totally different bill than the bill we had last year. This is a new bill, as the gentleman very well knows. It just seems to me we cannot compare those two at this point in time.
The problem is, it is a new requirement because it is a new bill. I just wondered how it was going to all play out between now and October 1, 1995.
