I have reviewed the amendment and support it. As I said earlier, congressional oversight of agency compliance with title II is an important mechanism that should be used to make title II effective. It is a less costly and more effective oversight tool than the courts. I recognize it is not being offered as a substitute for judicial review, but I still support it as a useful amendment.
