these amendments, while well intentioned, simply just do not work. As Chairman Horn said during full committee approval of this bill, and I quote: ``We have attempted to strike the right balance between Government power and individual rights.'' The unanimous subcommittee and full committee votes on H.R. 1271 strongly suggests that we did strike the correct balance. I urge defeat of the amendments.
