There is no doubt that we will establish some mechanism, memorial, during the course of the next several days.

Voters must be allowed access to polling stations and must be able to cast their ballots free from intimidation and coercion.

I am extremely pleased that polling has started for the Southern Sudan referendum and congratulate the people of Southern Sudan who are determining their own destiny.

The world will be watching in the coming days, and the United States will remain fully committed to helping the parties solve critical postreferendum issues regardless of the outcome of the vote.

Tomorrow at 11:00 a.m. eastern standard time, I call on Americans to observe a moment of silence to honor the innocent victims of the senseless tragedy in Tucson, Arizona.

That is the essence of what our democracy is all about.

Our hearts go out to the family members of those who have been slain.

If we build it, they will come.

What my budget does is to put forward some tough choices, some significant spending cuts, so that by the middle of this decade our annual spending will match our annual revenues. We will not be adding more to the national debt.

This budget asks Washington to live within its means, and that is what our country has to do.

We must have the ability to act swiftly and to have broad flexibility in conducting our negotiations with foreign countries.

It's the idea that if you've got a dream and you're willing to work hard, then you can succeed.

We will not rest until we have fully recovered from this recession and we have reached that brighter day.
