We are not only proposing significant funding for our national security, but also being careful with those investments.

But the point to remember is that there are consequences for this kind of spending.

The United States has made a lasting commitment to defeat Al Qaida, but also, to support the democratically elected sovereign Governments of both Pakistan and Afghanistan.

The security of Pakistan, Afghanistan, and the United States are linked.

We meet today as three sovereign nations joined by a common goal: to disrupt, dismantle, and defeat Al Qaida and its extremist allies in Pakistan and Afghanistan.

The Taliban have talked about the willingness to negotiate. that they can't win by fighting alone, but they've set the bar very high.
