I will support the amendment Senator Domenici from New Mexico has proposed. I appreciate the opportunity to work with him, and I believe he has done a tremendous job in identifying a serious problem and getting, as he indicated, a significant part of it solved. There is still an additional problem with which I have a concern. That is, even though we now have reached an agreement which will basically provide an opt-in situation in which the Governor of each State has the authority to determine whether his State or her State will opt into these provisions, the problem we face is that the States that choose to opt out or to stay out are then deprived of their ability to participate in this 1.1 million acres of CRP land that is being added to the CRP. There is a hammer there on the States now to either opt in or not have access to this expansion of the CRP.
