Madam President, throughout this entire debate, no one has denied that this bill will raise the insolvency of the Social Security trust fund and cost our hard-working Social Security recipients to lose $200 billion in Social Security benefits when it does go insolvent. My amendment simply would delay the implementation of the Social Security Fairness Act until changes are made that would offset the bill's negative effects on Social Security's actuarial balance as determined by the Social Security board of trustees.
