Mr. President, the targeted budget blueprint before us today would secure the border, strengthen the military, and facilitate energy independence, and take initial steps to get our fiscal house in order. While the Finance Committee does have a $1 billion deficit decreasing instruction, this is not a tax bill nor a healthcare reform bill. The instruction makes that clear. To meet this instruction, the Finance Committee will reverse a Biden administration nursing home rule that would increase taxpayer costs by billions and jeopardize patient access to the long term, especially in our already underserved rural communities. Point of Order Mr. President, I have been advised that this amendment would be corrosive to the privilege of the budget resolution if adopted. Because the amendment contains matters that are inappropriate for a budget resolution, its adoption could jeopardize the resolution's privilege. Additionally, this amendment violates the Congressional Budget Act because it is not germane to the budget resolution. Since the amendment does not meet a standard required by law, I raise a point of order against the amendment under section 305(b)(2) of the Congressional Budget Act of 1974. Motion to Waive
