“Madam President, on May 24, 2019, pursuant to section 36(b) of the Arms Export Control Act, the Secretary of State determined ``that an emergency exists which requires the immediate sale of the following military sales'' to the Kingdom of Saudi Arabia and the United Arab Emirates. The Arms Export Control Act indicates that, in the Senate, the notification of such a determination shall be sent to the chairman of the Senate Foreign Relations Committee.
