“Mr. President, I rise today to recognize Congress for passing an important piece of legislation--the Sergei Magnitsky Rule of Law and Accountability Act incorporated into the Russia and Moldova Jackson-Vanik Repeal Act of 2012. As a member of the Foreign Relations Committee, I must note it is one of the most important pieces of foreign policy legislation dealing with human rights we have taken up in recent years. In particular, I want to commend my colleague, Senator Cardin, for his work on the Magnitsky Act. Bringing Russia into the World Trade Organization, WTO, is a good thing. This is why the Magnitsky Act is so important. In the year following Mr. Putin's return to the Presidency, he has built on his repressive record by instituting laws that crack down on freedom of expression, assembly, and association.
