The joint resolution Senator Warner and I are introducing today will direct that the aircraft carrier approved and funded by the last Congress, known heretofore as CVN-76, shall be named the U.S.S. Ronald Reagan. I can think of no better tribute to our Nation's 40th President. In 1980, Ronald Wilson Reagan was elected the 40th President of the United States of America. After campaigning on a platform dedicated to peace through strength, President Reagan initiated policies to rebuild and strengthen America's military power. As a result of the so-called Reagan build up, President Reagan was able to negotiate the first true nuclear arms reduction agreements, the INF Treaty and the START I accord, with the Soviet Union. President Reagan also enacted policies to promote democracy and challenge Soviet-style communism around the world.
