I agree. They object to the scope of the proposed EFH program and are concerned that it will subject activities, including land development, agriculture, water supply, forestry, and mining, to the jurisdiction of the Fishery Management Councils under the Magnuson- Stevens Fishery Conservation and Management Act. Ideally, these guidelines, along with the comments submitted by nonfishing interests, will be thoroughly reviewed and, if necessary, republished by the NMFS. Congress should carefully watch this situation.
