If that authorizing committee chose the option that said, in the event it does not provide full funds, that is the threshold, and if that subsequent appropriation does not hit that threshold, then that Federal agency can in fact do a scaleback. But it is based upon language by the authorizing committee. The authorizing committee directs the criteria for that scaleback. It does not leave it up to the discretion of the agency.
