I appreciate greatly what the Senator from Ohio has just stated. He has accurately laid out the thrust and, I think, the beauty of this bill, and he has done it in his normal, straightforward fashion that everybody can understand and grasp. He mentioned in his comments about last year and who may have tied up the legislation and where the finger should be pointed. He is right. That does not matter now. This is the 104th Congress. The bill that is before the Senate, Senate bill 1 is bipartisan. Sixty-three Senators already are sponsors of this bill, and more are being added all the time. It is bipartisan, as it should be. I can tell the distinguished Senator from Ohio that I assure him all Senators will have ample time to discuss the amendments that are brought out here, to make any comments they wish about this bill. We will make sure that everyone feels that they have had their opportunity to speak about this bill in any areas that they may wish to find some improvements. I agree with him, I hope that we keep the bill clean so we do not have amendments that are nongermane, not part of this bill. Too, I believe there will be some amendments that we can fashion together in managers' packages that we could then place before this body for unanimous consent. He made this point, and I want to stress it: This Senate bill 1 is a process. In no way do we ever abdicate our decisionmaking responsibilities.
