“Potentially, one of the most important programs funded under the Commerce, State and Justice appropriations bill is the Information Infrastructure Grants program. This grants program recognizes the need for assistance to ensure that the American public has full access to and benefits from the technological advances that are taking place in telecommunications and networking. Certainly, the new universal service provisions will make many contributions to the K-12 education community, the library community and the health care community.
