If I may, to continue our discussion; yes, we do ask CBO to make an estimation. The Senator is correct. Since about 1981, CBO has been required to do some estimating. They have begun to build some years of information that will help them, I think, in making future estimates. Now, in the event that CBO undertakes to accomplish what is required in this bill, to estimate the cost of the mandate, we asked them to make that effort. If they come back and their report says, ``We are unable to do so for these reasons,'' then they have fulfilled their responsibility.
