I had some discussion with the Senator from Wisconsin about this, and I understand the intent and I appreciate the intent of this. It sounds to me like it may be an incentive for States to continue to be progressive and know that there may be ways of doing things in their particular State that do not apply to other States and they ought to proceed. I would like to have the opportunity later to have a meeting with the Senator from Wisconsin and with the Senator from Ohio and see if we could not work out some language that we could all agree to.
