I rise today to express my complete and unreserved support for Senate Joint Resolution 1, the balanced budget constitutional amendment. Bringing the budget into balance should be one of the Nation's highest priorities, and this designation demonstrates the Senate leadership's recognition of that fact. It also demonstrates the knowledge that, no matter what we do to balance the budget now, we simply cannot guarantee a balanced budget to future generations unless the Constitution requires one. A requirement to balance the budget, not just in statute but in the very document which defines our Nation, will truly make the Federal Government accountable--accountable to the American taxpayer of today and to the generations who will inherit this Nation tomorrow. An entire generation of Americans has grown up without ever having seen a balanced budget. My children are nearly the age I was the last time the U.S. budget did not run a deficit. In the interim, we have seen deficit spending become the norm, and, as a result, the debt has ballooned to $5.3 trillion or roughly $20,000 for every man, woman, and child in this Nation.
