I rise in strong opposition to this amendment. This program was authorized just last year. The funds that are being cut here are for safety inspectors, and we've had explosions in Iowa. The gentleman referred to very tragic pipeline explosions elsewhere around the country. We have seen a number of these explosion incidents. We simply cannot compromise safety in this regard. It's a small increase and consistent with the authorization that was just passed by this Congress. I can tell you from personal experience, in a little town of Alexander, about 5 miles outside of town, it's been several years ago, but a pipeline exploded, and basically we had to evacuate about a 15- mile area, and it was a huge issue. Fortunately, no one was killed in that explosion. But I'll just say that this is a very important function and that we need to have these inspectors. We need to have a focus on pipeline safety. And so again, I would recommend a ``no'' vote on this amendment, and I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from Georgia (Mr. Broun). The question was taken; and the Acting Chair announced that the noes appeared to have it.

Reluctantly I must rise in opposition to the amendment. I share the gentleman's concern, and that is why we have included language in our committee report directing HUD to review instances of payments for housing that exceed 120 percent of…
I reserve a point of order on the gentleman's amendment. The Acting CHAIR. A point of order is reserved. The gentleman from Michigan is recognized for 5 minutes.
I appreciate very much the gentleman raising the issue. I think we should remember, this is an appropriation bill. It is a funding bill. It is not an authorizing bill. This is an issue that should be dealt with by the committee of…
I reluctantly rise in opposition to the amendment. I very much understand where the gentlewoman is coming from with the tremendous needs that we have today in infrastructure, to have some of this money being diverted to other uses. I…
