Mr. Chairman, I would just conclude that this is the first time I have heard that Davis-Bacon was formed to protect minority migrant workers that came out of Alabama to work in New York. That seems to me to be Members of Congress representing the folks that are not their constituents. That would be one of the rare times also. So that is history revisionism. This is a Jim Crow law. It needs to go. It needs to be ripped out of the code at every opportunity. Mr. Chairman, I would urge adoption of my amendment, and I yield back the balance of my time. The Acting CHAIR.
