Mr. Speaker, I appreciate the privilege to be recognized to address you here on the floor of the United States House of Representatives, this formally most deliberative body that has such a long and deep tradition that goes back two centuries and a generation or more. And here in these Chambers and the Chambers that have preceded these across the capital throughout the years have come the discussions and deliberations that have helped direct the destiny of America. Times of wars have been declared here. And there have been many State of the Union addresses delivered and heads of state that have come here to stand here at the rostrum and tell America, to the United States House of Representatives--accompanied often by the United States Senate and the Cabinet members and the Supreme Court, representatives from the Pentagon and others--to address the destiny of America and help direct our destiny. And it has been true that the voices of America have been heard in these Chambers over and over again throughout the generations. And it's what it was designed to do by the wisdom of our Founding Fathers. Our Founding Fathers understood--and I believe that God put them to work on our behalf--our rights come from Him. We know. And it is a matter of fact that's clearly delineated in our Declaration of Independence. It's been carried out by many of the words of the leaders that we have had that have emerged over the years, over the centuries, and over the generations.…
