It is my honor and privilege to be recognized to address the floor of the United States House of Representatives. It was quite interesting to listen to the gentleman from North Dakota and the stress that they have up there; in particular, with regard to the pipeline being built through there. I would just want to reinforce the statements made by the gentleman from North Dakota and point out that the permits are there, the process is there. We have tens of thousands of miles of pipelines in the United States of America, and we have very, very few problems with leaks or other circumstances that would cause one to think that there is a safer way to transport oil. There is not. The safest way is with the pipeline. I am one who has actually started out in the construction business building pipelines. We have been in the construction business for 42 years. We dig in the ground, and we are doing underground utility work every day, except for Sundays, and we go deep sometimes. We go into hydraulic soil from time to time. Water tables are above where we are working. We do well points. We are working with the flow of water in the soil and underground, and we have got as good a look at this as anybody I know. I would point out to those that are detractors that say: well, we can pollute the underground aquifer if we have a pipeline that we build and if that pipeline should leak.…
