One other point. This isn't all just about kids on SCHIP. You have States like Minnesota, 87 percent of the beneficiaries are adults, not kids. We need to take these resources and push them down to where they go to the kids that are the reason for this program. We need to provide and maintain this personal responsibility. Two hundred percent of poverty has been a good target for more than 10 years. Four hundred percent of poverty is taking the path to socialism. Three hundred percent is too much. But this program that is before us today is Socialized Clinton-style Hillary-care for Illegals and their Parents. Mr. Speaker, I will let that be the last word.
