I would submit this thought for the deliberation of the panel, and also the witnesses, because you're part of the brain trust here today, that if we had a statute that we could use to charge these detainees when they attack our guards, wouldn't we also then have the foundation by which we might be able to resolve some of the legal entanglement that we're in simply by bringing those charges against them and sentencing them under our charge that we would, I think, have to create here in this Congress of attacking our guards?
