Mr. Chair, on rollcall No. 276, I was detained by two (2) elevators which were in use by non-Members during votes. Had I been present, I would have voted ``nay.'' The Acting CHAIR. Pursuant to the rule, it is now in order to consider a final period of general debate, which shall not exceed 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on the Budget. The gentleman from Wisconsin (Mr. Ryan) and the gentleman from Maryland (Mr. Van Hollen) each will control 10 minutes. The Chair recognizes the gentleman from Wisconsin.
