First of all, there seems to be great confusion on the Democrat side of the aisle about the difference between health insurance and health care. They seem to believe, or at least would like to have the American people believe, that kids in America are being denied health care. This debate about SCHIP has never been about health care. I would draw this comparison: You will hear often in the debates in this country about people are pro-immigrant or anti-immigrant. And when I say that, Mr. Speaker, people draw up an image about being pro-immigrant and anti-immigrant. Some people think illegal immigrants; some people think, appropriately, legal immigrants. When we say 'immigrant,' we should imply legal immigrant, and when we talk about illegal immigrants, we should say so. The same goes with health care and health insurance.
