You know, I think they have been sitting up behind closed doors cooking up this reconciliation/nuclear option. They've been doing this for over a month. Senator Harkin announced, after Scott Brown won the election in Massachusetts--again, thank you, Massachusetts, Mr. Speaker--announced that they had already reached an agreement within a couple of days before Scott Brown was elected in Massachusetts. This is a continuation of it, and the strategy was what I've described with reconciliation/nuclear option. So, yes, they have worked behind closed doors. They are operating in secret, and they have cooked up this and they are going to say take it or leave it.
