That's not something that has been going on in this Congress. It's diminished each of the last 4 years. And the more than two centuries old, not necessarily a rule, not necessarily something written into the rules, but the practice and the tradition of open rules on appropriations has been essential to allow Members to have their voice. And I am thankful that that's the new tone of this Congress.…”
