Reclaiming my time, and thanking the gentleman from Pennsylvania for his insight, Mr. Chairman, I would state that the Constitution is very clear. It was very clear to the President of the United States for 10 years while he taught it, and it was very clear when he made his statements 22 times. So this is the Congress reasserting itself. Our Founding Fathers expected we would do that. I reserve the balance of my time.
