I think it is unfortunate in one regard that the committee has to spend the time to look at a federal agency like we are doing today.

I would also have the Congress codify no proliferation.

We would have concerns, Congressman, on both levels.

When things are bad, when things are hard, you start to generate new ideas to try to solve that situation.
