Today, our institutions of high learning have, too often, turned from being a marketplace of ideas to a dictatorship of ideas.

So I am way disturbed by an amendment to the Constitution that has been edited by the Supreme Court with a level of impunity.

And I would say in conclusion that there's an image in my mind of a bill-signing ceremony for H.R. 1689.

I find the bill unnecessary and problematic and, therefore, I continue to have concerns and will oppose the bill.
