(a) None of the funds made available in this Act may be used to finalize, implement, administer, or enforce the ``Morton Memos'' described in subsection (b). (b) For purposes of this section, the term ``Morton Memos'' refers to the following documents: (1) Policy Number 10072.1, published on March 2, 2011. (2) Policy Number 10075.1, published on June 17, 2011. (3) Policy Number 10076.1, published on June 17, 2011. Mr. KING of Iowa (during the reading).
