Mr. Speaker, it is my privilege to be recognized by you to address you here on the floor of the United States House of Representatives. I come to the floor here today with an issue that I think is important that America have a dialogue on the topic, and some of that is going on. It is going on in the Presidential races across the country and in the coffee shops and at work, at play, at church, and around the country in the things that we do. But when a moment in history comes along that shocked a lot of us to the core--and that was the abrupt and unexpected loss of Justice Antonin Scalia, a person whom I got to know. I would like to say that I called him a friend. He was a person whose personality I enjoyed a lot, his robust sense of humor, his acerbic wit in the way that he conveyed his messages, especially when he wrote the dissenting opinions for the Supreme Court. He found himself occasionally in the minority, but I think he was almost always right in those constitutional decisions. When Justice Scalia wrote those minority opinions, he realized that-- and he just thought in advance--that the students in law school would have to read the dissenting opinions as well as the majority opinions. So he made sure when he wrote especially his dissenting opinions that they were engaging, they were entertaining, they were provocative, and they were challenging. It caused the law school students to read those and remember the points that Justice Scalia had made.…
