I do not know that any of us totally have an exact definition of what bipartisanship is. This is an up-or-down vote. This is not a Republican or a Democrat issue. We are either for free and fair trade and giving the President the authority to enter bilateral agreements or we are not. That is what that rule is about, to bring the bill to the floor and vote it up or down. I look at it as bipartisanship, the same way I look at this half full glass of water that is on this table. There are six sponsors, three Democrats, three Republicans. About as bipartisan as I have seen anything be around here.
