I support this open rule and look forward to the debate on the bill. I think it is a very serious issue that we will be addressing today in this Congress. I would like to note for the record that when the bill is brought forward, there is going to be a manager's amendment that I will offer that I think will go a long way towards addressing some of the concerns about public health and safety by making it clear that it is the potential to cause serious harm to the public interest which would not create an exemption so that if there is that potential, if the agency determines in advance that there is a potential that certain forms not being posted for hazardous materials could cause serious harm to the public interest, then the provisions of the bill would not apply. I think with that in mind, Madam Speaker, the rest of the provision of the bill are critically important. This country labors under an enormous paperwork burden coming out of Washington. The total cost is $229 billion.
