Mr. President, I truly appreciate the remarks by the senior Senator from California. I truly have enjoyed working on this piece of legislation. There were three markers that were laid down within the House version of the bill as outlined previously, but there was no consensus there. It was, ``Either accept these provisions or we don't work together.'' We need to keep finding a way to get to consensus on a bill moving through this body, and I am happy to continue working on legislation with the Senator. I think, by the end of this year, we should find something that would work to reauthorize this very important piece of legislation, and I appreciate her leadership on this very much.
