let me tell my colleagues, of my 16 years in that committee, do you know who uses these roads, it is not these guys. A lot of this was pointed out by the gentleman from Washington. This build them themselves in many instances. Who uses the road is the person who likes to recreate, the person of modest means. That is the person who is going to be hurt. In answer to your question, those little communities are the ones that suffer. The little communities that are all through the 48 lower States and the other 2, they are the people that will suffer. I think this is a misguided amendment. I have great respect for the gentleman from Massachusetts.
