I rise in opposition to the rule on H.R. 4539. As the ranking Republican on the Treasury, Postal Service, and General Government Subcommittee, I offered several amendments myself... The true reason, I suspect, is the majority does not want any criticism of the White House to come out in this bill. The reason that we are pushing on this rule is that there is just no other vehicle for White House oversight. It is a permanently authorized budgetary item. It is never discussed, and this is the only vehicle that is available anywhere in Congress to talk about the operations there. I think that as a Congress, we have been negligent in providing some badly needed oversight.
