I would frankly assert that this body believes, or at least this side of the body believes, that work enhances self-esteem and that the community service provision, which is a work component, involves two precepts that are very American at their roots. Work is not a four-letter word to be considered pejoratively. Community service is something that has hallmarked this country. So the notion here is to instill a work community service provision in return for a benefit, and if one does not want the benefit, obviously one has the option of not participating in the program.
