I would like to underscore, as the gentleman from Massachusetts (Mr. Kennedy), the gentleman from New York (Mr. LaFalce), and most of all, the gentleman from New York (Mr. Lazio) have, that included in this appropriations bill is the Quality Housing and Work Responsibility Act of 1998, which represents the first major updating of our public housing laws since the depression. This landmark legislation is one of the two or three most important issues before this session of this Congress. Outdated laws and programs are replaced with a new empowering approach for people in our smaller communities as well as our larger cities. There is much to be proud of in this bill, home ownership, local control, volunteerism, and empowerment, to name a few.
