I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 3, line 18, strike ``or (d)'' and insert ``(d), or (e)''. Page 5, after line 7, insert the following new subsection: (e) Consumer Protection From High Fuels Prices Exception.-- An agency may take a significant regulatory action if such action would have the effect of lowering the price of oil or the wholesale or retail price of oil, gasoline, diesel, or other motor fuels. Page 10, after line 4, insert the following new paragraph: (3) likely to result in lower oil prices or lower wholesale or retail prices for oil, gasoline, diesel, or other motor fuels; The Acting CHAIR. Pursuant to House Resolution 738, the gentleman from Iowa (Mr. Loebsack) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Iowa.
