“the bill provides for a lifetime limit of 5 years for welfare benefits. This means that there is an actual drop-dead date so that families are held truly accountable for their choices. Knowing that there is a concern for those who are unable to work, the bill allows a 20-percent hardship exemption from the lifetime limit. Working Americans live in a system where if they don't show up for work, they are not paid and are likely to lose their job. They want welfare recipients to live with that same reality. Taxpaying Americans don't understand why their hard work is subsidizing those who are not working. According to the mail I receive in my office, working Iowans believe that welfare recipients ought to have to work also. And they believe welfare recipients should not be able to receive benefits forever.”
