“Mr. President, before I read from my remarks, I would like to make the point that I get the impression that what some Members of the other political party--but more often editorials and think tanks--believe and want the public to believe is that there is actually a tax bill produced by the tax-writing committees of the Congress, something that is very definitive in what it does to the tax policy. I want to make clear that there is no such document. All we have so far is what is called a framework agreed to by the leaders of the two tax- writing committees and the Treasury Department and the leaders of the House and the Senate.
