“before I read from my remarks, I would like to make the point that I get the impression that what some Members of the other political party--but more often editorials and think tanks--believe and want the public to believe is that there is actually a tax bill produced by the tax-writing committees of the Congress, something that is very definitive in what it does to the tax policy.
