this grand compromise makes false promises to the American people and throws money at the border, but there is no accountability to get the job done. We need to see the results, but the only result we are being assured of is legalization-- legalization first, border security later. On top of all the earmarks that are in this amendment, the grand compromise also has a grand plan for spending taxpayers' dollars, and we have to raid the Social Security trust fund to get it. The American people expect us to get this right. This amendment is the wrong answer. I urge a ``no'' vote. I yield the floor, and I yield the remainder of my time. The PRESIDING OFFICER.
