Mr. Hamre buckled under all the pressure from industry. He responded with what I fear may be an open ended deferral of the new policy. In doing that, I am afraid he is breaking his word to me and the leadership of the Armed Services Committee. At this point, the future of the new policy is very much in doubt. Mr. President, I will have much more to say about this issue in the near future.
