Mr. President, I would like to continue the discussion about the description of the Senate as a deliberative body and continue to echo the call for the distinguished minority leader for a return to a functional Senate. I have spoken on this issue before. I think it is best to go back to the Constitution and the people who wrote the Constitution for an understanding of what was intended when the Senate was set up. So I do not intend to dwell on the use of the so-called nuclear option related to the filibuster. The reason I am not going to spend my time on the nuclear option today as in previous speeches is the majority leader claims the Senate's dysfunction is related to some unprecedented use of filibusters. I think that has been thoroughly debunked. This claim is directly refuted by the very source he has pointed to, the Congressional Research Service. More importantly, it has been debunked by fact checkers in important media sources in America. Yet, as we know, the Senate is dysfunctional beyond a doubt. To get to the bottom of how and, more importantly, why the Senate is not functioning, we must have a clear understanding of just how the Senate is supposed to function. As I just said, we should turn to the Constitution. For an understanding of what the Constitution means, there is no better source for this than going back to the Federalist Papers.…
